At hours of darkness previously I be in motion to sleep, my eyes appear to flicker as though lights are person turned rotten and on.?

Sometimes staring at my ceiling, or around the room at bedtime, I often experience shadows surrounded by my eyesight, or my vision seem to flicker, as though lights are being turned on and rotten.
I am Diabetic, and wonder if this has to do near my nerves.
