My dad have a mri and a cat scan that showed a spot by his adrenal gland they took a biopsy which come up neg,?

if the biopsy is negative but the cat and mri show a spot mwhat does this be a sign of? he just tooka pet scan we stir on monday for the news.the dr be saying that she may charge chemo. but hey wait wouldnt the biopsy be more aqurite?what does everyone entity ? is this bad??
