Answers: Most definitely. Try to look for moisturizing lotions that are for particularly dry skin. Also, drink more water. I have the same problem and the moisturizer alone didn't serve but in tandem next to the more water it get better in a few weeks.

Yes, they most definitely can. It's only it's kinda harder for them to be notice after in black or more dark colored people. They should also put on moisturizer as black those do to keep their skin well, glowful, and beutiful.
